Last month we asked - What Can We Do For You? This month our question is a different - what can we each do for the investigative and security professions? As Dean winds down his tenure as Board Chairman for the National Council of Investigation & Security Services (NCISS - www.NCISS.org), we thought it important to share this article about the history and importance of our annual convergence for Hit the Hill - each spring we join together to meet with our Senators and Representatives. A special thanks to Ed McClain, Past President and current longest serving NCISS Board member.

Why “Hit the Hill” is So Important for Our Survival
If there is one thing that NCISS has learned in the last four decades of protecting our backsides in Washington, it’s that if you wait until a bill is deemed life threatening to our businesses to muster the troops and the money, it is probably too late. Without a framework and funding for dealing with unfavorable legislation, trade associations like NCISS are at a disadvantage if not prepared for trouble. It is critical to have a lobbyist in place and a relationship with your legislator before the trouble starts. Bills that can wreak havoc with our businesses can come up suddenly out of left field so having your legislator’s support in advance is critical.

Special Presentation to US Capitol Police: John J. Duffy Memorial Achievement Award
(Luncheon - inside US Capitol Building)

"Things would have been far worse without the officers' selfless actions. These five brave men and women prevented a mass execution...". (Rep. Scalise)

This year, the committee of the"Duffy" past recipients selected two persons - U.S. Capitol Police Special Agents Crystal Griner and David Bailey. They will be joined by House Majority Whip Steve Scalise, R-LA., for their acts in stopping a shooter and saving the life of Rep. Scalise and others at the softball practice on June 14, 2017 in nearby Alexandria VA.

This award will be presented during the Hit the Hill luncheon, in the US Capitol Building, on Tuesday, March 20th. Details of other attending Representatives and Senators are being finalized and will follow.


NOTE - you must be registered in advance to attend the US Capitol luncheon and this special award event.

Learn the Basics of Death Investigations (from 02/05/2013)
This continuing education based death investigation course is a basic introduction into the concepts of the official investigation of death, such as by a coroner or medical examiner office, and the role that the private investigator may play in an equivocal death investigation. As might be expected, there are similar roles, overlapping roles and, of course different roles and responsibilities.  Although developed for continuing education, the concepts and methodology are suitable for any private or government sector investigator looking to expand their investigative knowledge into the basics of death investigation, and even personal injury investigations and injury causation.

We are often asked about the types of traumatic injury and death cases we review - from family equivocal deaths to civil and criminal cases for attorneys and investigators. Each month we will present two previous cases - of hundreds - with a variety of circumstances, evidence, and conclusions.
Attempted Homicide and Aggravated Assault with a Deadly Weapon
-- Our agency’s most common investigations and consultations involve death and injury causation, and analysis of the integrity of the official investigation and evidence.  Two parties were involved, the resident (Defendant – occupant) and his friend (non-occupant).
 
"The friend drove a distance to visit the defendant at his home.  They were consuming alcohol and playing video games when an altercations ensued.  The non-resident was stabbed with a kitchen knife in the face and chest.  Although not fatal, the latter was potentially fatal.  While driving himself to the hospital he called 911, and concurrently the resident also did.  They each reported the altercation and injuries, but events leading to this were different."
-- Our investigation disputed the victim’s allegations and law enforcement evidence – or significant lack thereof.
 
Alleged Binding / Restraining (Expert Consultation)
-- Our agency was retained by an attorney to review the official records, reports and photographs of a reported non-assault incident of binding and restraint.
 
“The reporting victim stated she was bound around her writs and ankles, then pulled together behind her back (hog tied) with a heavy nylon rope.  The rope was missing upon arrival of law enforcement, and the one neighbor she reported to had since passed away.  One patrol officer was assigned to investigate and took one picture of the bedroom in which it was reported to have occurred.  The room was clean, no disarray and the bed made and undisturbed.  The patrol officer also took pictures of injuries the alleged victim described to have occurred.  A detective was assigned and photographs of the alleged victim's injuries were taken over a period of days.  In the non-custodial interview the defendant asked the detective if he would be arrested - to which he was told he would.  The interview continued for over two hours, with no evidence of wrongdoing or dishonesty as to his recollection of events.  At the conclusion of the interview he was arrested.”
-- Our investigation disputed the victim’s allegations and law enforcement evidence – or significant lack thereof.

NCISS Members Networking with Council of International Investigators (CII)
US East Region 10 host Ken Cummins of Washington DC extends a gracious welcome to all members and guests to attend The 2018 CII US East Regional Meeting, March 16 – 18, Arlington VA.  To register click the following link:  2018_US_CII_Regional_Meeting_Registration.  There is a modest $75 fee to cover costs.
 
Ken has planned an agenda that includes an opening cocktail reception; three excellent seminars; a tour of the renowned African American Historical Cultural Museum; two group (no host) dinners; hospitality suite; and, if lucky, a John Sexton lead tour of Irish pubs to celebrate St. Patrick’s Day.  CII President Brett Mikkelson will be attending and bringing everyone up to date on CII’s future plans.  Once the agenda is finalized it will be posted on the CII website.
 
This regional meeting is scheduled to merge with the NCISS “Hit the Hill” Initiative & AGM, which is scheduled for March 18-22.  So, if you are planning on attending the NCISS event this is a perfect time to come a day or two early to socialize with and learn from your CII colleagues.  CII members are also welcome to attend the NCISS meeting and participate in the Tuesday Hit the Hill lobbying effort. Police Training Firm Dumps Interrogation Technique Linked To Multiple False Confessions

There may be a significant shift in police interrogation methods over the next several years. The Marshall Project reports one of the nation's largest police consulting firms is abandoning a technique that has been used by a majority of law enforcement agencies over the last six decades. It's called the Reid Technique, and it's been linked to a large number of false confessions. But after fifty-plus years of religious reliance on the technique, the consulting firm says it's no longer going to be training officers to deploy it.

Fort Collins police using drones to expedite crash investigations
Drone use for accident investigations by Fort Collins Police (CO) and other law enforcement agencies. Our agency had the first case used and it was very helpful. These are important records to have (along with body cams, dash cams, etc.) and are now part of our standard requests. You should make sure to do the same in your agency and for your clients.
